Good morning, Mr. Kane:

In in the very first paragraph — 1. Objective — of the signed copy we were given of the Jan. 28, 2015, “Principles for a Partnership and Framework for Settlement By and Between the U.S. Dept. of Veterans Affairs and Representatives of the Plaintiffs” (attached)  …. it specifically states that …. “Federal, State, local, and community stakeholders and charitable and philanthropic entities …. intend to work together …. to end veteran homelessness in Greater L.A. in 2015 and beyond.”

Apparently we received a bogus copy of the official agreement. The aforementioned parties have failed terribly at their intention of working together to end Veteran homelessness by the end of the year, along with other misstatements in our copy of the agreement.

Mr. Kane, I know you are extremely busy holding court with the wealthy, powerful shakers and movers in Los Angeles who are masterfully planning their unilateral use of Veterans land.

However, please send us an authenticated copy of the official settlement agreement. The one we have is contrary to all that’s going on and what’s promised (intended). This includes an “exit strategy” for the nine illegal occupants listed in the federal judgment that your boss spuriously vacated to protect the shakers and movers in Los Angeles.

In addition, we look forward to learning about the Enhanced Use Leases that have taken top priority to incorporate into the so-called New Master Plan, but are not mentioned anywhere in our copy of the bogus agreement.

Mr. Kane, why do you suppose VA officials would send us a sham copy of the settlement agreement instead of the official one that the shakers and movers in Los Angeles received?

Could you also send me an authenticated copy of your official Feb. 13, 23-page report, “Veteran Homelessness Strategy and Action Plan for Greater Los Angeles: Key Strategies”?

Apparently, we received another bogus document because nowhere in our copy of the aforementioned report is there any mention of a “Welcome Center” …. “opening the front gate” …. a Stand Down ….  “transporting homeless Veterans from Skid Row to the Los Angeles VA,”  the only things you are known to be involved with as the Secretary’s “homeless expert.”

Strangely, though, these are the very concepts that Vietnam Veterans of America, Region 9, the Old Veterans Guard and Justiceville USA presented to you “after” the Feb. 13 report.

Mr. Kane, if you will just send me the authenticated copies of the VA “settlement agreement” and your “Homelessness Strategy and Action Plan,” then we will be on the same page with you, your boss, and the shakers and movers.

Equally important, I won’t have to send you these morning memos trying to figure out what is bogus and what is authentic.
