One-Step Water Regs Are a Cinch to Pass

Don’t let faucets leak, especially now

At the City Council meeting a week from Monday, on June 22, Culver City’s modest contribution to drought relief will swim to the surface.

Without a syllable of disagreement, the Council is expected to pass what will be bureaucratically known as Level 2 Water Restrictions, a cap on outdoor watering.

Charles Herbertson, the Public Works director, identified them here first a couple of weeks ago.

Shortly after the state Public Utilities Commission approves Golden State Water Co.’s plan, the Council-approved scheme will become law:

  • Residents whose addresses end in an even number will be permitted to water on Sundays and Wednesdays between 7 in the evening and 8 the next morning.
  • Residents with addresses ending in odd numbers may water outdoors on Tuesdays and Saturdays between 7 p.m. and 8 a.m.

Nothing complicated there.

Maybe, Councilman Jim Clarke said this afternoon from Sacramento.

“The devil is in the – whether folks will comply with the regulations,” he said.

“Hopefully, we will get voluntary compliance since we can’t really spare police to be running around to be the water police.”

Is there a pragmatic way to verify obedience?

“I think it will be based on citizen complaints,” Mr. Clarke said.

But that idea has a gaping hole.

“Our concern there,” said the Councilman, “is not to create a vigilante class, turning in other people. Hopefully, though, if people see a violation, they will call it to our attention, and we will bring it to the attention of the resident and get the problem corrected without having to go beyond that.”

State Emergency Water Regulations

Prohibited for Everyone

  • Using potable water to irrigate ornamental turf on public street medians
  • Using potable water to irrigate landscapes of new homes
  • Using outdoor irrigation during and 48 hours following measurable precipitation
  • Using potable water in decorative water features that do not recirculate the water
  • Using hoses with no shutoff nozzles to wash cars
  • Runoff when irrigating with potable water
  • Using potable water to wash sidewalks and driveways

Required for Business

  • Hotels/Motels must provide guests with the option of not having towels and linens laundered daily
  • Restaurants and other food service establishments can only serve water to customers on request
