Defeat Becoming Familiar to the 10700 Block

This is how crowded street parking feels to some Farragut residents.

Stung by a losing streak of three straight court defeats, perceived parking-plagued residents of the 10700 block of Farragut Drive sustained a fresh setback yesterday when the long-awaited 59-page parking study was released.

Neighbors on this block have felt put-upon for years by members of around-the-corner Grace Lutheran Church, who park on Farragut.

The gloomy predictions of block leader Les Greenberg and others came true when the study agent, KOA Corporation, released its final accounting:

“The existing parking restrictions of 2-hour parking, 8 a.m. to 6 p.m., Monday through Saturday, District 10 permits exempt, temporarily installed during the parking study period, are adequate, based on the data collected, and should be authorized to remain permanently, since the restrictions provide adequate protection against non-residential parking intrusion.

“KOA’s conclusion, based on the analysis of the parking data collected during the study period (the weeks of May 9, May 16, May 23), is that the 10700 block of Farragut Drive does not meet the city’s 75 percent occupancy or the 50 percent non-resident parking intrusion criteria contained in the Regulations, and that the city’s existing Standard Daytime parking restriction of 2-hour parking, Monday through Saturday, 8 to 6, is adequate to prevent non-residential parking intrusion under the existing environmental conditions in the vicinity of the study block.

“As a result, the parking analysis indicates that a permit-only parking restriction for the 10700 block of Farragut Drive is not needed.”

Parking study findings will be reviewed by the City Council in two weeks at its Monday, Sept. 12 meeting.

Beyond the anticipated expressions of keen disappointment by the 10700 residents, drama that evening figures to range from sparse to invisible.
