Simply stop demanding the surrender of guns and start enforcing the surrender of murderous thoughts.
Only then will society have complete control over every gun.
In brief, Liberals need to legislate a law that will forbid the execution of murderous thoughts.

And if an individual violates that law, the person must be imprisoned for the rest of his or her life — or be executed.
