Yes, part-time policymakers aren’t able to engage in day-to-day management whether it is a city, school district or corporation. The newly proposed Charter clearly assigns daily operations to a City Manager and policy direction to City Council members.
Yes, a city manager, just like any top executive, will provide clear authority but also clear lines of communication. And if our city is not providing high levels of service to our community, then the City Council is accountable for replacing the City Manager. Furthermore, if department heads or managers are performing poorly, then they can be replaced. And yes, financial responsibilities and operations need to be conducted by qualified staff members to best manage city funds.
For these reasons, we support the new City Charter, and we encourage you to vote Yes on Measure V on Tuesday.
