Harvey was always business. He was concerned about protecting the city and ensuring that the letter of the law was upheld. He took the committee concerns and issues, and he always found solutions to problems that could have been an impediment to the run.
Organizing his officers, having streets closed, barricades in place and motorcycle officers helping locals during the race was his key. Professional, courteous, accommodating and personable. That is my description.
