What Is City Council’s Goal?

In one man’s view, the ground surrounding the City Council is as parched, as drought-ridden as California outdoors is.

The exception was when the Rental Assistance Program was in the center ring last month.

Otherwise, you could drive 16-wheelers through sideways and not injure anyone.

Councilman Jim Clarke has been pondering the empty seat diet at typical Council meetings and how to cure this infectious lack of interest.

It is time to develop a map, a strategy, he says.

“I plan to engage my colleagues in the idea of creating a strategic planning session between staff and Council, which we have not had.”

Mr. Clarke said that while the City Hall staffers “do a great job of coming up with projects, many of them are innovative.

“But they are not really tied toward a particular goal.

“It would be important if the Council could develop a strategic plan.

“The question is, What is it we want to accomplish over the next two years?

“That way,” said Mr. Clarke, “the department could focus their energy and their work plan more toward meeting an overall  goal rather than individual tasks.”
