[Editor’s Note: In the two months he has been on the job, City Manager Mark Scott has introduced a number of changes, and one of the refreshing differences is his stylish way of opening City Council meetings. Every week he plans his one-minute editorial. For most City Hall executives, the so-called head-drooping prayer moment is a throwaway role, crafted in the elevator, en route from their office to Council Chambers. For Mr. Scott, however, it is a more formal, thoughtful interlude. Here, for example, is what he said last night.]

One of the truisms about local government meetings is that it can be hard to bring people out unless the subject relates directly to an issue of the heart (their homes, their children, their investment).

We are happy to have guests from the community with us tonight, and no matter what their point of view may be, we pay tribute to them for participating in our republic.

We thank all who would invest in our community, as surely all of them have done.
