Summer Debate: Reynolds Positions Himself Squarely in the Middle

[img]1705|right|Mike Reynolds||no_popup[/img]While rival community forces have been skirmishing in the background over the comparative benefits of a general obligation bond measure vs. a parcel tax, Mike Reynolds, the School District’s chief financial office, has been the voice of silence this summer.

His stance has been one of professional neutrality.

“We will see what the School Board wishes to do,” Mr. Reynolds says, evenly.

Which side does he favor?

As soon as it was popped, there was a sense that was the wrong question.

His response was precisely weighed.

“Personally,” said the assistant superintendent for business who is starting his second year, “I am appreciative of any additional support the community can provide through any methodology. It is very much appreciated whether it is for operations or for capital facilities.

“From a CFO’s point of view, we are just thankful for any support the local community feels they can provide.”

Has Mr. Reynolds been consulted for a financial perspective by the disagreeing parties?

“I have had discussions with various community members who have asked for further information.

“Most directly, I tend to focus on the difference between a parcel tax and a general obligation bond. One (the parcel tax), in the past at least, has been used for operational purposes. The other has been used by our District and others for long-term capital improvements.”

Have these persons sought a recommendation from you?

“Not directly,” Mr. Reynolds said. “As I said earlier, I am just happy for any additional resources the community feels they wish to provide to the School District.”

Entering the new school term, how would you characterize the District’s financial health?

“Fantastic shape. We are working very hard to develop a balanced budget, and with the (Sacramento-generated) Local Control Funding Formula that may help us in that regard, we are working on the final details now to see how the numbers add up.”
