Possibly the most remarkable document in City Hall history – a defensive, rambling, abstract interpretation of its sometimes-shadowy handling of the Culver City Ice Arena closure during the past month – was issued, tellingly, shortly after 9 o’clock Thursday evening. It is sure to be talked about, once decipheration is achieved.

City Councilman Andy Weissman this morning brought the only clarity to the report:

“It is clear from the expert's inspection report that serious and substantial dangerous conditions exist on the property. These conditions pose an ongoing threat to public health and safety. The elimination of the threat is the city's only objective and steps to do so must be taken promptly. We are hopeful that the property owner will take the necessary action without undue delay in order, as we have read, for the ice arena to re-open for business. I have no doubt that if the property owner fails or refuses to do so, the city will act in the best interests of its citizens to do so itself in order to protect public safety.”
