Re “In a Few Hours, the Winner (Probably) Will Be Declared in Hogan-Rowles Race

No final decision yet in the tense, tight Los Angeles City Council race between the incumbent Bernard Parks and the challenger Forescee Hogan-Rowles. This morning’s promised announcement concerning the tally of outstanding votes was scotched by the City Clerk’s office.

Attached was a caveat that Tuesday is the deadline, and the official count will be posted between now and then. No specific reason was given for the delay.

Going for his third term in the March 8 election — in the only remotely narrow Council race— Mr. Parks needed 50 percent plus one to unofficially avoid a runoff. He finished at 50.89 percent to Ms. Hogan-Rowles’s 43.99 percent in the three-way race. However, thousands of votes remained uncounted, and 16 days have passed.

Ms. Hogan-Rowles’s challenge is not to win outright but to attract enough votes to drop Mr. Parks’s total under 50 percent. That would force a May 17 runoff.
