Evolve, the Bay Area group that is hoping to eliminate commercial properties from the Prop. 13 tax scheme, takes its crusade to Tuesday evening’s 7 o’clock School Board meeting in Council Chambers.
After pleading tonight with the City Council to join its backers’ list, Evolve will not have to change seats 24 hours later.
Already it appears they may receive a more sympathetic hearing, not incidentally because the revenue increase flowing into Sacramento would be channeled toward the state’s public schools.
School Board President Laura Chardiet said this morning that Evolve’s proposition “is worthy of discussion. I don’t know if the Evolve people have it exactly right. But it needs to be looked at.”
Ms. Chardiet acknowledged she was taking this stance “because state education funding is lagging behind pre-Recession levels across the country. The country is behind pre-Recession levels in funding, and California is at the bottom of that list.
When funding for education is mentioned, “Prop. 13 always comes up,” Ms. Chardiet said.
Pondering further, “I think it is reasonable to take a look at it and have a discussion on how to amend it just because the turnover rate for residential properties is four times the frequency for businesses.”
