West L.A. Names Ex-Rio Hondo President, 68, Its Next (Acting) Leader

Longtime community college administrator Dr. Rose Marie Joyce has been named Interim President of West Los Angeles College by the Board of Trustees for the Los Angeles Community College District.

Dr. Joyce, 68, who will begin next week, on Wednesday, Aug. 25, had been superintendent/president of Rio Hondo Community College in Whittier for five years, from ’02 to ‘07. She also served as superintendent/president at Gavilan Community College in Gilroy, Vice-President of Instruction at Gavilan Community College, Director of Educational Services for the State Center Community College District, Fresno, and Director of Grants and Foundation at State Center Community College District.

Dr. Joyce earned a bachelor’s degree in liberal arts at Immaculate Heart College. She has two master’s degrees, one in curriculum and instruction from Cal State Dominguez Hills and the other in educational administration from Cal State Los Angeles. She earned her Ph.D. in leadership and human behavior from U. S. International University.

Presently she is president of the board of Rotaplast International, a humanitarian organization that provides cleft lip and palate surgeries for poor children worldwide.

Dr. Joyce was selected by the LACCD Board and new Chancellor, Daniel J. LaVista, Ph.D. with input from the college’s faculty and staff leadership. She will serve as Interim President for about a year while a formal search is conducted for a permanent president.

Betsy Regalado, Vice President of Student Services at West Los Angeles, has served as the college’s Acting President since July when West’s former president, Dr. Mark W. Rocha, became Superintendent / President of Pasadena City College.
