Re “Tito’s Owner Still Pursuing Relief from LaRouchies

While the public right-of-way is open to First Amendment rights, it does not include anyone selling anything without proper permits.

If the vendor has a 501c-3, or the like, the person should have a Social Services permit. The vendor should also have a State Board of Equalization permit as well as a vendor permit for the city of Culver City.

If the vendor is soliciting donations, then a seller’s permit probably would not be required, but a copy of the group’s non-profit status should be required to be shown.

Certainly the city should have been in a position to make determinations and not have to have a valued quality business suffer the indignities of rude, vile people squatting on city property, doing illegal business and shouting obscenities in front of their customers.

Disturbing the peace should have been charged, the people cited and removed.

But that's just my opinion.
