According to the website for the Molly Munger-sponsored Prop. 38 (YES on 38 – Money for our Schools NOT Sacramento // Welcome) on the Nov. 6 ballot, which promises funding for schools while bypassing the state Legislature, here is the apparent pledge for Culver City schools:
With $6.4 million ticketed for Culver City if it passes, that would amount to an “extra” almost $1,000 per student per year.
In competition with Gov. Brown’s rival Prop. 30, which routes the school funding through the Legislature, Prop. 38,on its site, makes further vows:
Guarantees Funding Direct to Schools in Your Community
• Our Children, Our Future requires that every school dollar go per pupil directly to public school sites. [Sec. 14805 – Sec. 14808]
• These are new funds that supplement other school funding. The Legislature is prohibited from using these funds to substitute for funds currently going to schools or for any other purpose. [Sec. 14800.5 & Sec. 14804 (c)]
• The new per pupil funds must be spent at the school site to improve academic performance, graduation rates, and vocational, college and life readiness. [Sec. 14808 (a)]
• Knowing misallocation of these new funds is a felony. [Sec. 14814 (e)]
Guarantees Local Control and Community Input
• The local governing board for each school will make all spending decisions. The politicians in Sacramento are prohibited from interfering. [Sec. 14810]
• The governing board is required to hold open public meetings for each school site to get input from parents, educators and the community before making any spending decisions. [Sec. 14810]
Guarantees Local Accountability
• School governing boards are required to explain how the new funds will improve student educational performance. [Sec. 14810]
• Districts are required to provide school site budgets that publicly disclose how the new funds were spent and whether educational outcomes were improved. [Sec. 14811 (c)]
• The funds may not be used for any direct or indirect administrative costs or to increase the salary or benefits of school personnel. [Sec. 14808 (c)(1) & (d)]
