Will Culver City residents’ long-running complaints about LAX-related flyovers finally be answered?

Three parties — the City Council of Culver City, the Los Angeles City Council and Los Angeles World Airports — will enter an agreement that will allow for increased cooperation on developments at LAX.

Mayor Jeff Cooper hailed the agreement for “enabling a cooperative relationship” among all three parties.

“We hope,” he said, “that this memorandum of understanding will ensure that traffic and other environmental concerns are addressed to protect Culver City residents, businesses, and surrounding communities.”

The memorandum of understanding provides Culver City with $2.71 million for traffic improvement measures to address traffic congestion related to LAX projects.

Specifically, the agreement provides Culver City funds to be used toward the construction of an Intelligent Transportation System to coordinate with improvements also being made on intersections in Los Angeles.

 

These include signal timing, data sharing, emergency response plans and message signs that provide important information to the public, especially about traffic interruptions.

In addition, Los Angeles has committed to including Culver City as a stakeholder in any transportation system traffic advisory group.

The cities believe that this cooperation will not only benefit Culver City, but also constitute a significant step towards improving the airport region’s transportation system.

The agreement resolves Culver City’s legal challenge, to the sufficiency of the Environmental Impact Report for Los Angeles World Airports’ specific plan amendment study.

This analyzed the LAX specific plan project, including reconfiguration of runways, new construction and terminal changes.

Culver City’s challenge was based, in part, on effects of the LAX specific plan project on the community.

The complaints covered air quality, aircraft noise, and traffic in Culver City’s streets, which serve as thoroughfares to and from LAX.
